Serving youth ages 12–17 and adults through structured, evidence-informed treatment designed to promote accountability, reduce risk, strengthen healthy decision-making, and support safer communities.

FosteringConnections is a California Sex Offender Management Board (CASOMB)-certified program providing specialized forensic treatment and rehabilitation services for youth and adults. We offer a dedicated Youth Program for adolescents ages 12–17, as well as specialized services for adults. Our Youth Program is developmentally responsive, strengths-based, family-focused when appropriate, and informed by California’s standards and guidance for youth who have engaged in harmful or problematic sexual behavior.

We hold ourselves to the highest standards of professional, ethical, and compassionate care. Every youth and adult is treated with dignity, respect, fairness, and sensitivity, regardless of their history, legal circumstances, or reason for referral. We believe meaningful behavioral change is supported by balancing accountability and community safety with each client’s strengths, humanity, and capacity for growth.

Our services address behavioral, psychological, and risk-related concerns associated with harmful or problematic behavior. Services are available for youth and adults involved at different stages of the legal and community-service process, including pretrial, presentencing, post-judgment, community supervision, and community-based referrals.

We accept referrals from courts, probation and parole departments, correctional agencies, attorneys, Child Protective Services (CPS), child welfare and social service agencies, schools, behavioral health providers, and other authorized community partners. Individuals and families may also contact us to discuss available services and applicable referral requirements.

Treatment is individualized, developmentally appropriate, trauma-informed, and responsive to each client’s strengths, needs, risk factors, supervision requirements, and treatment goals. Services incorporate evidence-informed approaches such as Cognitive Behavioral Therapy, the Risk-Need-Responsivity framework, the Good Lives Model, the Containment Model, and relapse-prevention planning.

Pretrial Consultation and Support

Pretrial consultation and support are available for youth, adults, families, attorneys, and other authorized parties navigating a pending legal matter. Services provide professional guidance and support throughout the pretrial process while helping participants better understand potential behavioral health needs, specialized treatment considerations, available services, and appropriate next steps.

Depending on the circumstances and scope of the request, pretrial consultation and support may include:

  • General consultation regarding behavioral health and specialized treatment considerations
  • Education about available assessment and treatment services
  • Review and discussion of relevant behavioral health or treatment information
  • Support identifying appropriate services and community resources
  • Assistance understanding treatment participation and referral requirements
  • Coordination with attorneys, caregivers, behavioral health providers, CPS, and other authorized community agencies
  • Support with continuity of care while the legal matter is pending
  • Consultation regarding potential treatment planning and service needs
  • Ongoing professional support throughout the pretrial process

Pretrial consultation and support are informational and supportive in nature. These services do not determine legal guilt or innocence, offer legal advice, or replace representation from a qualified attorney. Any communication or coordination with other parties is completed with appropriate authorization and in accordance with applicable confidentiality requirements.

How It Works

Services may begin with a comprehensive clinical intake and structured assessment process to identify relevant strengths, needs, behavioral patterns, risk factors, protective factors, and treatment priorities. Depending on the client’s age, circumstances, legal status, and referral requirements, services may include:

  • Comprehensive clinical intake and psychosocial assessment
  • Developmentally appropriate assessments for youth ages 12–17
  • Structured risk, needs, personality, and behavioral assessments
  • Individualized treatment, safety, and community-reintegration planning
  • Cognitive Behavioral Therapy to address thinking patterns and behavioral choices
  • Identification and reduction of thinking errors and risk-related behaviors
  • Development of healthy coping, emotional-regulation, and problem-solving skills
  • Accountability, empathy development, and recognition of behavioral impact
  • Relapse-prevention and community-safety planning
  • Individual, group, and family sessions when clinically appropriate
  • Coordination with probation, parole, courts, attorneys, caregivers, CPS, and other authorized community partners
  • Ongoing review of progress, dynamic risk factors, protective factors, treatment goals, and supervision requirements

Validated assessment instruments may be used when clinically and developmentally appropriate to inform treatment planning, risk management, and professional recommendations. Assessment results are considered alongside clinical interviews, relevant records, behavioral history, strengths, protective factors, collateral information, and other available data.

Our Youth Program: Ages 12–17

Our dedicated Youth Program provides specialized assessment, treatment, and rehabilitation services for adolescents ages 12–17. The program uses a developmentally responsive, trauma-informed, and strengths-based approach that recognizes the important developmental and clinical differences between youth and adults.

Treatment focuses on healthy adolescent development, accountability, emotional regulation, decision-making, boundaries, relationships, empathy, personal responsibility, safety, and reducing the likelihood of future harmful behavior. Services are individualized according to each youth’s strengths, needs, developmental level, family circumstances, referral requirements, and treatment goals.

Parents, caregivers, and other supportive adults may be included when clinically appropriate and properly authorized. Family participation can help reinforce treatment goals, improve communication, strengthen protective factors, and support the youth’s successful participation at home, at school, and in the community.

When services involve probation, courts, CPS, child welfare agencies, schools, behavioral health providers, or other community partners, coordination occurs within the scope of applicable authorization, confidentiality requirements, and court or supervision directives.

Services for Adults

Adult services provide structured treatment focused on accountability, risk reduction, healthy decision-making, behavioral change, and successful community reintegration. Treatment may address dynamic risk factors, thinking errors, relationship patterns, emotional regulation, coping skills, boundaries, and relapse-prevention strategies.

When applicable, services may be coordinated within a collaborative containment approach involving the client, treatment provider, supervising agency, polygraph examiner, and other authorized professionals. Treatment recommendations and intensity may be adjusted based on assessed needs, progress, supervision requirements, and changes in relevant risk or protective factors.

Collaboration With Courts and Community Agencies

We work collaboratively with a variety of legal, behavioral health, child welfare, and community-based organizations to support continuity of care, informed decision-making, and coordinated service delivery. Collaborative partners may include:

  • Courts and judicial officers
  • County probation and state parole departments
  • Correctional and detention agencies
  • Defense and prosecuting attorneys
  • Child Protective Services and child welfare agencies
  • County behavioral health and social service departments
  • Schools and educational professionals
  • Licensed behavioral health providers
  • Polygraph examiners and other authorized members of the treatment team
  • Community-based organizations and support providers

Communication and information sharing are conducted in accordance with applicable authorizations, confidentiality requirements, legal mandates, and professional standards.

What to Expect

Each client receives an individualized treatment plan based on assessment findings, identified needs, strengths, protective factors, referral requirements, and treatment goals. Clients are expected to participate consistently, complete assigned therapeutic work, practice new skills, and demonstrate progress toward greater accountability and safer behavioral choices.

Treatment is reviewed over time and may be adjusted as the client progresses, circumstances change, or new clinical and risk-related information becomes available. The frequency, format, and duration of services depend on the client’s age, clinical needs, assessed risk and needs, referral purpose, supervision requirements, participation, and progress.
